International Professional Emergency Providers Council

Wherever trouble starts, a vetted responder is already close.

IPEPC is the worldwide council of professional emergency companies — security response, private ambulance and rescue services. Hundreds of thousands of members, one standard. Each one is checked before admission, measured on every call and answerable to the council.

Emergency help is local. Trust in it shouldn’t have to be.

Every city has companies that can send a crew in minutes — and no way for a stranger to know which of them to trust. IPEPC solves that once, for everyone: it checks emergency companies against one international standard, keeps checking them, and puts the result behind a single mark.

for emergency companies

A mark that opens borders

Membership tells insurers, assistance companies and platforms abroad that you meet the standard — without them having to audit you themselves.

  • Calls routed from other countries
  • Listing in the public registry
  • Shared protocols and training
for insurers & assistance

One network instead of a thousand contracts

Your client can be anywhere. Instead of vetting local providers country by country, you work with a council whose members are already vetted.

  • Consistent service in every market
  • Evidence on every response
  • One point of accountability
for people in trouble

The crew at the door is checked

When help comes from an IPEPC member, it comes from a licensed company whose staff, conduct and response times the council has verified.

  • Licensed, insured, accountable
  • Trained to one code of conduct
  • A place to complain that acts
membership categories

Four kinds of company. One question: will they come, and will they do it right?

Security response

Rapid-response crews for threats, break-ins, harassment and conflicts. The largest category of the council.

Medical & ambulance

Private ambulance services and medical first-response teams, from urban crews to cross-border patient transport.

Rescue & evacuation

Search and rescue, mountain and water rescue, and evacuation of people from unsafe areas.

Specialist protection

Executive and travel protection, event safety and secure transport for people who can’t afford to wait.

the IPEPC standard

Seven things every member has proved — not promised.

The standard is written by practitioners on the council’s Standards Committee and revised every year. It applies the same way in every country; where local law asks for more, local law wins.

01

Legal standing and licences

A registered company with every licence its country requires for the services it offers — checked at the source, not from copies.

02

Liability cover

Professional and third-party liability insurance that matches the risk of the work, valid for the whole membership year.

03

Around-the-clock readiness

A dispatch line that answers 24/7 and a declared response-time commitment for each zone the member covers.

04

Qualified crews

Background-checked staff, first-aid certified, trained in de-escalation — with refresher training every year.

05

Conduct on scene

Proportionate force only, respect for human rights, no discrimination, and a clean hand-off to state services when they arrive.

06

Records and evidence

Every response logged with time stamps and location; body or dash video wherever the law allows it.

07

Data protection

Client data is used for the response and nothing else, stored securely and deleted on schedule.

admission & monitoring

Getting in takes weeks. Staying in takes every call.

Membership is not bought and not granted for life. It is earned through an audit and kept by performance — measured on each response the council routes.

week 0

Application

Company details, service area, fleet and staff, licences and insurance — one form, one document pack.

weeks 1–2

Document review

Licences and registrations are checked with the issuing bodies; ownership and sanctions screening.

weeks 2–5

Operational audit

Unannounced test calls at random hours, a review of the dispatch room and, where required, a visit on site.

week 6

Admission

The Standards Committee votes. Admitted members get a member ID, the mark and a public registry entry.

every day after

Monitoring

Arrival time, outcome and client rating on every routed call. Full re-certification every year.

Fall below the standard and the council acts.
warning

Missed commitments or a founded complaint. A corrective plan, reviewed in 30 days.

probation

90 days of closer monitoring. Routed calls are reduced.

removal

The mark is withdrawn, the registry entry closed, calls stop.

verify a member

A mark anyone can check in seconds.

Every member carries a unique ID and a QR code on its certificate, vehicles and uniforms. The QR opens the member’s live registry entry: status, categories, service area and the date of the last audit. If the entry isn’t active, neither is the membership.

The public registry opens with the council’s full site. Until then, the secretariat confirms any member ID by e-mail within one business day.

the network in action

One call, any country. Seconds to find the right member.

Members don’t have to know each other. When a client needs help far from home, the call is routed to the nearest active member that covers the address — and the result comes back on record.

1 · the call

Someone presses SOS

In an insurer’s app, an assistance line or the gardy app — with location and profile attached.

2 · matching

The nearest member is found

Only members that are active, cover that address and offer the needed service are considered.

3 · response

A vetted crew goes out

The member accepts, the crew gets the route and the client’s profile, arrival is tracked live.

4 · record

The outcome is logged

Arrival time, outcome and rating go to the originator — and into the member’s record.

Technology partner: gardy. Cross-border routing, dispatch and incident records for council calls run on the gardy platform. Members are independent companies — they don’t have to be gardy partners to join.

gardy
governance

Run by its members. Checked by people who don’t sell to them.

IPEPC is an independent industry council, not a government body and not a vendor. Members still hold their local licences; the council adds a common standard on top and enforces it.

General Assembly

Every member, one vote

Meets once a year. Elects the committees, approves the standard and the council’s budget.

Standards Committee

Writes the standard, admits members

Practitioners from each category and region. Revises the standard yearly and votes on every admission.

Ethics & Disciplinary Panel

Handles complaints and removals

Independent of commercial interests. Investigates every founded complaint and decides on probation and removal.

the member pledge

What every member signs.

  1. We answer every call, day or night.
  2. We send the nearest crew we have — not the most convenient one.
  3. We use no more force than the situation demands.
  4. We keep a record of what we did, and we show it when asked.
  5. We accept the council’s judgement when we fall short.
FAQ

Questions we hear first.

Who can apply?

Registered companies that respond to emergencies: security response, private ambulance and medical first response, rescue and evacuation, and specialist protection. You need the licences your country requires, liability cover and a dispatch line that answers 24/7.

How long does admission take?

Usually four to six weeks from a complete application: document review, an operational audit with unannounced test calls, then a vote of the Standards Committee.

What does membership cost?

Dues depend on the region and the size of the company and cover the audit, monitoring and the public registry. The exact figures come with the application pack. Admission is decided by the audit — paying dues does not buy the mark.

Do members have to work with gardy?

No. Members are independent companies and keep their own clients and systems. gardy is the council’s technology partner: council calls from other countries are routed and recorded on its platform, and members that want those calls receive them through it.

How many members are there?

Hundreds of thousands of companies across every continent. The number changes every week — companies are admitted and removed all the time — which is why we point people to the registry rather than a headline figure.

Can a member lose the mark?

Yes. Missed response commitments, founded complaints or a failed re-certification lead to a warning, probation and, if nothing changes, removal. A removed member disappears from the registry and stops receiving council calls.

We are an insurer or assistance company. How do we use the network?

Through gardy, the council’s technology partner: your own branded emergency app for policyholders, with IPEPC members behind the button. See insurance.getgardy.com.
